Standard Government 3 dot sights shoots low

I haven't been shooting 1911's very long but notice the standard 3 dot sight picture does not shoot to aim and tends to shoot low. It shoots very accurate but I have to bring the front stake up higher than than rear in order to get on target. Is this typical with Standard GI model 3 dot sights? This happens with both my colts.
